To me this pendant represents Lilith, however, as a Goddess of Hell she can represent any number of Goddesses so she can be whichever one you most resonate with. Below is an example of two deities that this pendant could easily represent.
Lilith; first wife of Adam, demonized for refusing to lay beneath Adam and do his bidding. She was evicted from Eden and became the mother of all demons. She is the oldest Goddess/Demon taken from Sumero-Babylonian era and the last remaining demon from the Judaic tradition.
Hel: Norse Goddess of death and the underworld. She is said to preside over the underworld realm, the realm of the dead. She was one of the children of the trickster God Loki and daughter to Angrboda.
